Preheat oven to 400°F (200°C). Line baking sheet with parchment paper.
Combine parsley, dill, thyme, garlic, olive oil, salt, and pepper in small bowl.
Place salmon on baking sheet, spread herb mixture evenly on top.
Bring chicken broth to boil in large skillet.
Add orzo, reduce heat, cover, and simmer 8-10 minutes until tender.
Bake salmon 12-15 minutes until it flakes easily.
Stir butter, lemon juice, and zest into cooked orzo. Season with salt and pepper.
Serve salmon over lemony orzo immediately.
