In a small bowl, whisk together the honey, soy sauce, cornstarch, olive oil, and red pepper flakes (if using).
Heat a large skillet or wok over medium-high heat.
Add the shrimp to the hot skillet in a single layer. Cook for 1-2 minutes per side, until pink and slightly opaque.
Add the minced garlic to the skillet and cook for about 30 seconds, until fragrant.
Pour the honey garlic sauce over the shrimp.
Bring the sauce to a simmer and cook for 1-2 minutes, until the sauce has thickened and the shrimp is fully coated.
Garnish with chopped scallions or sesame seeds (optional). Serve hot over rice, noodles, or as desired.
